Roast peppers and onions in oven at 425°F until starting to brown. Set aside.
Add infused butter and garlic to large saucepan. Cook over low heat until garlic is softened. Stir in roasted peppers and onions. Stir in half-and-half, chili powder, salt and pepper until combined.
Add in cubed processed cheese, stir over low heat until melted and smooth. Add in grated cheeses, stir until melted.
Stir in tomatoes, remove from heat and serve hot over chips, burritos or anything you like.
